Lantana Airport Overview
Palm Beach County Park Airport (Lantana Airport) is located in Lantana, Florida and is 6 miles south of Palm Beach International Airport. Lantana Airport (LNA) is operated and maintained by the Palm Beach County Department of Airports (PBC DOA). LNA is a reliever airport focusing on the general aviation reciprocating and turbine-driven aircraft.
Lantana is a busy airport with a mix of both fixed-wing aircraft and helicopters. There is no air traffic control tower and currently no landing fees at LNA. There are three runways which are located in a triangle layout. The longest runway, 10/28 is 3,490' in length and 75' wide.
The airport is supported by one fixed-based operator, Stellar Aviation. The field also has several flight schools, aircraft maintenance and a propeller shop.
Part 150 Overview
PBC DOA worked on a noise study at LNA called a "Part 150 Study." Title 14 of the Code of Federal Regulations Part 150 (14 CFR Part 150) sets forth a process for airport proprietors to follow in developing and obtaining FAA approval of programs to reduce of eliminate noncompatible land use. A formal submission to the FAA under Part 150 includes documentation for two principal elements: (1) the Noise Exposure Map (NEM) and (2) the Noise Compatibility Program.
Part 150 prescribes specific standards and systems for:
- Measuring noise
- Estimating cumulative noise exposure
- Describing noise exposure (including instantaneous, single-event and cumulative levels)
- Identifying noncompatible land uses
- Coordinating Noise Compatibility Program development with airport users, the FAA, land use officials and neighbors
- Documenting the analytical process and development of the Noise Exposure Maps and Noise Compatibility Program
- Submitting documentation to the FAA
- Public consultation
- FAA and public review processes
- FAA approval or disapproval of the submission

The FAA supported the initial site development through the PARTNER Center of Excellence under grants to researchers at The Pennsylvania State University and Purdue University.
Part 150 Study Update
The operations forecast for the Part 150 project was approved by the FAA in April 2023. The draft noise contours were developed and the Study Team, DOA and the committees completed development of potential noise compatibility measures for LNA. The Study Team completed the study documentation and mapping pursuant to Part 150 guidelines in early 2024.
Draft NEM
The draft NEM report and draft NCP report were available for review by the public starting April 29, 2024, through June 7, 2024. Information on the Draft NEM and Draft NCP, and an opportunity to comment on both reports were provided to the public through a Public Workshop, which was held on Wednesday, May 29, 2024, from 5-7 p.m. at Palm Beach State College at Lake Worth. The Public Workshop was held in an "Open House" format to discuss the Draft NEM and Draft NCP. All comments received during the public review period and at the public information workshop were considered and provided to the FAA.
Final NEM
The Final NEM was submitted to the FAA in September 2024. The FAA determined the NEMs are in compliance with Part 150 guidance and accepted the Noise Exposure Maps on Feb. 6, 2025. You can download or view the reports from this link: Final Part 150 Documents.
NCP
As noted in the final report, the NEMs did not identify any noncompatible land uses within the DNL 65 decibel (dB) contour. Therefore, the NCP report will not be officially reviewed by the Federal Aviation Administration (FAA), but the NCP will be used by DOA to pursue measures outside of the Part 150 process once completed. Part 150 Public Comments
The draft NEM and NCP reports were available for public review and comment from April 29, 2024, through June 7, 2024 (40 calendar days). During the public review period, PBC DOA held a public information meeting workshop to allow the public to discuss the findings of the reports and to discuss in detail these findings with both the PBC DOA and the Part 150 consultant team. Comments on the draft NEM and NCP reports were accepted before and after the public workshop during the comment period. Copies of the eight comment letters received are available below.

The first meeting of the Technical Advisory Committee (TAC) and Community Advisory Committee (CAC) took place on Feb. 4, 2020, at the Lantana Road Branch Library. PBC DOA held a special joint meeting of the Lantana Airport Part 150 TAC and CAC to discuss the implications of a recent FAA decision regarding the county’s restrictions on the operation of jet aircraft at the Lantana Airport. PBC DOA held a community meeting on Feb. 9, 2022, to provide an update on the Part 150 project and the status of the county and the City of Atlantis' request to the U.S. Court of Appeals for the Eleventh Circuit to review the FAA's order to the county to rescind the restriction of jet aircraft operating at LNA. - Nov. 14, 2022: Vendor Presentations on Noise and Operations Monitoring Systems

November-December 2019: Project Kick-off
The Department of Airports selected HMMH Inc. to conduct the study. The HMMH Team worked with the DOA to develop a study protocol, identify Advisory Committee members and develop outreach tools.
February 2020: First Advisory Committee Meetings
There were six Advisory Committee meetings throughout the project, occurring quarterly (details and materials for each committee meeting were posted to the project website before each meeting).
January 2020-July 2021: Data Collection and Noise Contours
The HMMH Team worked with the DOA to collect operational data and other information (weather, etc.) to prepare noise contours in accordance with FAA requirements. The HMMH Team conducted a noise monitoring program at various locations in the communities surrounding LNA.
